The Stakes Have Never Been Higher
While current AI systems serve limited purposes like medical diagnosis or report writing, AGI represents a fundamental shift toward human-level or superhuman intelligence across all domains. If managed well, AGI could drive unprecedented advances in medicine,
education, economics, longevity research, climate solutions, and global peace. However, without proper
oversight, it could pose an existential threat to human civilization.

This book is an eye-opening study of the transition to a completely new chapter of history, said Csaba Korösi, 77th President of the UN General Assembly.

Unprecedented Global Expert Input
The study draws on insights from 55 AGI experts and thought leaders across six major regions—the United States, China, the United Kingdom, Canada, the European Union, and Russia. Notable contributors include Tesla CEO Elon Musk, OpenAI CEO Sam Altman, and Microsoft founder Bill Gates, who responded to 22 critical questions about AGI development and governance.
Building on this expert input, The Millennium Project’s international futurist team developed comprehensive recommendations for regulations and global governance systems. These proposals were then evaluated by an international panel of experts from 47 countries, including futurists, diplomats, international lawyers, philosophers, and scientists.

Bridging the Knowledge Gap
A comprehensive overview of the challenges of AGI governance, drawing both on leading academic and industry thinkers worldwide, and valuable perspectives from within the OECD, United Nations, noted Jaan Tallinn, founding engineer of Skype and Kazaa, and co-founder of the Cambridge Centre for the Study of Existential Risk.
